Engineers Without Borders (SG) is pleased to announce its technical collaboration with SiloamXperience Outreach Ltd (SOL), focusing on the development of The Learners’ Village, a premier vocational and life skills training institute situated in the Baray District of Kampong Thom Province, Cambodia.
Spanning a 1.4-hectare site, the institute is designed to serve as a sustainable educational hub for over 20,000 residents across 20 surrounding villages. By providing specialised training in Hospitality, F&B, Wellness, and Business, the project aims to empower Cambodian youth and women with the employable skills necessary to disrupt the cycle of poverty, targeting to enrol 80 to 120 students per year.
We have been engaged to serve as technical consultant for the project’s infrastructure and is responsible for the mechanical and electrical conceptualisation tailored to the specific needs of a high-traffic vocational campus. Our involvement is centred on ensuring the facility’s long-term operational viability through engineering oversight and systems design.
EWB (SG) will also manage the technical review of Design & Build proposals from selected contractors. Our role is to validate that all proposed designs align with international safety standards and the project’s specific functional requirements, ensuring a seamless transition from concept to construction.
The construction of The Learners’ Village is structured into distinct, manageable phases to ensure sustainable growth and resource allocation.
Concept & Review: Mar – Nov 2025
Tender & Procurement: Nov 2025 – Feb 2026
Construction Phase 1: Mid 2026 (L1 structural works and critical M&E items)
Construction Phase 2: Early 2027 (Completion of ground floor facilities)
Construction Phase 3: TBC (Full build of school up to Level 3)
